Documents required registering prospective-adoptive parents in the database/registry of the Ministry of Justice in Bulgaria
1. APPLICATION - to the Minister of Justice containing: brief introduction, personal data, nationality, citizenship, place of birth, state of residence, address; short family history of the adoptive parent, do they have another children, information on the financial status of the adoptive parent; information about the central authority or the accredited agency in the accepting country that offers adoption services to the adoptive parent, including contact information, address, telephone numbers, representative name, as well as documentation that the foreign adoption agency is accredited; other circumstances that might prove important for the adoption process; signature(s) of the applicant(s); pictures of the family members, relatives living with them, house, yard, room of the child/ren and etc.
2. APPROVAL - from the USCIS for prospective adoptive parents to adopt from Bulgaria (I 797C) with notarized cover letter.
3. PARENTAL RIGHTS CERTIFICATE - Document on LSSS/AI letterhead, signed by LSSS/AI, stating that the parents have never been deprived of their parental rights by a court of law
4. HOME STUDY - of the adoptive parents;
5. A. LICENSE of the agency preparing the Home Study (if different from the Placement agency)
B. LICENSE (Proof of accreditation) of The Hague accredited agency (notarized).
6. MEDICAL CERTIFICATE - attesting to the mental and physical health of the adoptive parents, as well as the lack of any serious chronic or infectious diseases, venereal diseases, HIV/AIDS, tuberculosis or other life threatening conditions
7. CRIMINAL background clearance of the adoptive parents provided by the FBI (through fingerprint checks); with cover letter by LSSS attesting to the authenticity of such. (true and correct copy)
8. AGREEMENT – between the accredited organization in Bulgaria (NBA) and the prospective-adoptive parents – signed by adoptive parents, notarized and apostilled
9. POWER OF ATTORNEY - for New Beginning Association and its designated representatives.
10. LETTER OF SUPPORT - Document on LSSS/AI letterhead, signed by LSSS/AI, stating that the parents are working on their dossier.
11. PASSPORT/ID ATTESTATION – copy of international passports, IDs or driving licenses of the adoptive family(only notarized)
12. CERTIFICATE OF MARRIAGE of the adoptive parents (when a family applies to adopt)
All documents should be original, notarized and apostilled. In case the Ministry of Justice identifies any discrepancies or errors in the documents submitted, the adoptive parents are given 30 days to submit corrected documents to the Ministry of Justice via NBA.
